Is this plug adapter earthed?

Yes the Switzerland plug earths via the centre pin which is uniquely raised above the two standard European style round pins.

Can I use a standard two pin Europe plug in Switzerland?

Unfortunately in some new Swiss sockets no. Switzerland has a unique hexagonal recess in their plug sockets which means a standard Schuko style Europe plug will not fit properly.
